Abstract: The Dubai Land Department (DLD) has launched its new strategic plan and vision, shaping the features and milestones of its direction until 2026.

The plan is being developed in three phases and involves DLD staff, partners and clients in designing the next phase of the department's strategic plan; DLD's ambitious vision and its new corporate mission and values are set out below.

The announcement of DLD's renewed strategy comes at a time when the UAE is consolidating its position in comprehensive and sustainable global development through outstanding achievements at all levels, most importantly in the economic and development fields, which have made the UAE a global destination and a brighter model for a more creative, progressive, innovative and sustainable future.


This is all thanks to the directives of the wise leadership headed by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, who seeks to make the UAE the best and most dynamic economy in the world.


The final form of the strategy is the result of ongoing efforts by members of the various DLD teams to ensure the best possible outcomes in line with current and future global developments and practices.


The new strategy also constitutes a qualitative complement that will increase the real estate sector's contribution to Dubai's GDP, in addition to supporting the objectives of other sectors and strategic directions.


Opportunities and challenges in the five key pillars


The efforts made in preparing the new strategic plan have revealed a number of groundbreaking and proactive ideas, most notably in the five main pillars.


The first is a pioneering real estate model, by enhancing the sector's readiness and sustainability and ensuring effective governance of the real estate sector.


The second pillar is to be an incubator for real estate innovation, by fostering a globally attractive real estate sector and using technology to enable the development of real estate solutions.


The third pillar is a data-driven sector that increases awareness, trust and transparency in the real estate industry by maximising the added value of the sector's data.


The fourth pillar is an agile DLD, fostering a thriving digital ecosystem, enhancing DLD operations, improving corporate governance efficiency and fostering partnerships with the public and private sectors.


The fifth and final pillar is Extraordinary Journey 2.0, which focuses on shifting to an employee-first culture, refreshing the identity of DLDs, raising their profile and moving towards a proactive and people-centred approach.


Initiatives and performance indicators


Strategic initiatives have also been identified and categorised according to a matrix of ease of application and priority so that team members, in collaboration with various partners and customers, can work to ensure that they are implemented in the best possible way, which constitutes an incentive and support for the transformation and transition of DLD from its current to its future status.


As these initiatives are distributed across the five pillars mentioned above, helping to provide everything, playing a key role in the development of ambitious strategic plans, providing sustainable and forward-looking solutions and addressing the opportunities and challenges included in these pillars, in addition to developing strategic performance indicators, DLD seeks to support the sector's objectives and strategic direction.

Implementation and development phase


As for the implementation plan for the approved initiatives, it consists of three main phases.


The first is the roll-out of rapid gain initiatives to ensure that DLD adapts to the proposed changes.


The second phase is empowerment, through efforts to give the same authority to the real estate sector and DLDs and to provide the necessary support to successfully implement the transformation.


The third phase is to achieve sustainable impact by expanding the scope of impact to reach the global real estate system.


The development of DLD's latest strategy is presented in accordance with four fundamental principles to ensure optimal outcomes and outputs. The first principle is to achieve sustainable impact by directing DLD's efforts towards the evolution and sustainability of the real estate sector.


The second principle is local adaptation, i.e. adopting global practices and adapting them to the unique characteristics and needs of the Dubai real estate market.


The third principle is global leadership, by developing plans to position Dubai as a role model for the real estate industry.


The fourth principle is collaboration and coordination, taking a participatory approach that includes all stakeholders and those associated with the DLD programme.


DLD is grateful to the various partners from government and private entities that impact the real estate sector for the important and critical role they have played in designing the strategy and looks forward to continuing this collaboration for some time to come.
